Cannot ask salary history in Philadelphia -- Big change for recruiters and employers

Very soon Philadelphia will be the first city in the country to ban employers from asking candidates during the interview process about their salary history. The law will soon pass so as to not allow pay discrimination based off gender, race etc.

This is a huge change for employers and recruiting agencies on how they go thru the interview process. A vast majority of employers ask this question to get an idea of what the yearly expenses will be on their payroll and to see if the candidate is within their target salary range.
Many recruiters ask this for the same reason. I can see many companies and recruiters solely ask the candidate what their salary requirements are for a new position. This will qualify if the candidate matches the employer's salary expectations for the position.
